As plastic pollution has become an issue as important as climate change in the international community, the technical guidelines have received widespread attention from the international community since the revision was launched in 2019.
China, Japan and the United Kingdom are co-lead countries for the Technical Guidelines, and Nana Zhao, as the representative of the Chinese Government, is jointly responsible for the revision of the Technical Guidelines with the representatives of Japan and the United Kingdom.
During the four-year period of revision, the Inter-Conference Working Group on the revision of the technical guidelines held four meetings to discuss and repeatedly discuss the revised guidelines, which stipulate the environmentally sound management methods of plastic waste from the whole process of plastic types and characteristics, international conventions for plastic waste management, plastic waste prevention and reduction, identification and inventory, recycling, energy recovery, and final disposal. The technical guidance has been considered by the Conference of the Parties to the Convention at two meetings of the Conference of the Parties to the Convention and at two meetings of the Open-ended Working Group of the Basel Convention.
During the Conference of the Parties, Tan Quanyin and Zhao Nana, as representatives of the lead country, answered questions and put forward objective coordination suggestions from the perspective of science and technology on the differences between the parties on the content of the technical guidelines.
Finally, the technical guidelines were formally considered and adopted by the 16th Conference of the Parties to the Basel Convention at the Geneva International Conference Centre in Switzerland on the evening of 12 May 2023. The Executive Secretaries of the secretariats of the Basel, Rotterdam and Stockholm conventions and the regional representatives expressed their sincere gratitude to the lead countries for their hard work, and believed that the guidelines would provide a positive contribution to national plastic waste management and environmental protection efforts.
